After playing through the game a bit, ive gotten most of my characters up to or past level 14.  Sten is level 14 with no spec points to use, and 1 other character that I rarely use (i think its the assassin) is missing 1 of his 2.  My character has both of his, one was used on the Champion spec.  Is this intended, are some characters only supposed to have 1 or no spec points?

Yes, some characters seem to not get spec points. Not sure if this is intended or not, but it is universal.
