I'm actually kinda embarrassed to even post this but I think it may some who have this issue.
A few months ago I was playing DA with the settings rather high – no problems what so ever. About a month ago I noticed that when I first loaded my save the game started out fine but then after about 5 minutes the FPS got dreadfully slow. It seemed that restarting the game didn't help either.
I searched the tech forum and thought it was that “memory leak” issue – I couldn't have been more wrong. I eventually found a poster mention that on some motherboards it tunes down the clock settings on the CPU when overheating. I check my CPU stats – fan 2500 rpm 65 idle and 88 max – I knew those settings seemed rather high.

Opened my case and knew right away what my problem was – dust! Gave it some air and now I have 950 rpm 38 idle 68 max. DA's been running awesome ever since!
Earlier I had considered heat but brushed it aside because Mass Effect 2 didn't seem to be effected at all.
