Are they the shields? If they're the shelds, I don't understand why they can be Light Blue (For example with Jacob) or white (with Garrus or Miranda)...

I think those are shields... The white bar under Garrus is the cooldown.
(white=shields -- Blue=barrier -- Yellow=armour)

No, that should be the shields. The cooldowns is the horizontal bar below, which is only visible for Garrus. That's also supported by his powers that are greyed out at the moment.
