I heard that if you use the runscript_cheater command, you won't be able to get Shale except using the debug commands. Well I cheated, and except for seeing equipment and gifts for Shale, nothing's been added. Is it true, or am I doing something wrong?

I can't speak to the side effects from running the console, but you might want to check that the offer piece of Shale is installed. That is what puts Sulcher's Pass on the map and lets you start the Shale quest.
