I've run into an interesting problem.
I'm playing my last ME1 playthrough as a xenophobic Shepard. Basically, whenever a human asks for help, this Shepard bends over backwards to do so, but won't give an alien race the time of day if she can avoid it.
Knowing that it's possible to kill Wrex at Virmire, I went with the 'recruit Wrex' path when taking down Fist back on the citadel, while deliberately ignoring and refusing to recruit Garrus. As far as I know, he's still a C-sec hoping I'll change my mind.
But now I'm on Virmire and I've just gotten to Captain Kirrahe's base. He's explained the situation and how Saren's found a cure for the genophage. Wrex is pissed that we want to destroy it, naturally. But no matter what dialog options I choose during his argument, I don't get the option to kill him, and Ashley doesn't interfere either.
I find this peculiar as a result. I suspect that it has something to do with a minimum amount of party members though. You give up Ashley/Kaidan to fight alongside Captain Kirrahe, then whichever of the two you didn't choose gets stuck arming the nuke, leaving me with only Wrex and Tali as selectable party members.
Hmmm... you know what, I just may have answered my own question. Hopefully it's not too late to go and recruit Liara before going to Virmire...
Can't kill Wrex.

Yep, the game does restrict that if you don't have enough characters there. You'd probably get away with it if you had picked up Garrus as well.

Probably would have gotten the option to kill him if you had Liara, which I'm guessing you don't. She's required whether your Shepard wants her or not, however, so if you want Wrex dead, might have to bite the bullet and pick up the Asari.

Unfortunately, I overwrote the save game I had pre-Virmire, and the only save games I had at that point were on Virmire. So now, a significant portion of my Xenophobe Shepard has been jeopardized with Wrex's survival over a careless oversight. I'm not willing to do ANOTHER ME1 playthrough just to correct it.

Another possibility is that you did Wrex's "Family Armor" quest. If you did, you'll automatically convince him to see things your way, and you won't have/be able to kill him.
