My Shep seems to need a bit of sholder surgery. Anybody else see their's needing this done?

Yes indeed it is, though it is also refered to as a cup as well. Rotator cuff, rotary cup, rotator cup are all used interchangably.

im suprised Shepard's ME2 sprint animation aboard the Normandy doesn't get lols from the crew.

But yah, I'm guessing Shepard's armor is really stiff and he/she's never sitting down. Always standing. Must be rough on the shoulders and back.

LOL he'd space 'em if they did, especially with his head cocked to this side all the time--probably let's him hear their comments behind his back
