Over $5 is pushing it for this DLC. No interacting with Zaeed or Kasumi is disappointing. I guess Bioware is hoping that since we finally have a mission set on Earth that everyone will fork over the money regardless of the price.

Well, hopefully it will be 400ms, beings as it is a new character, weapon, loyalty mission, new area and power, i think I would be willing to pay 800ms.
But even if it was 1200ms or 1600ms, I would still buy, because i'm sad

As much as I love BioWare, I'm surprised that this isn't part of the Cerberus Network.
They have given us a lot in my opinion so far through the Cerberus Network: Zaeed, SR1 Site, Hammerhead. Thats a lot for free in my opinion. The SR1 site gives a little under 30 min of rememberance, Zaeed offers upgrades, heavy weapon, replayability, and maybe 30-60 min of gameplay, we don't know what Hammerhead will be but at least 5 missions.
I'm looking forward to Kasumi and the extra 90 min of gameplay. I hope there is good dialogue (and from what I heard, at least interesting stories that she tells like Zaeed), replaybility, and more than just an SMG.
I don't have many Microsoft points remaining, but Bring Down the Sky was worth $5, Pinnacle Station was worth maybe $2-3. I would have definetly prefered Kasumi to be free but considering everything BioWare has given us and will be giving us, I can fork over extra money to them for DLC. I'd prefer not to pay more than $5 though (400ms points), especially in comparison to the full retail game.
I only have $7 in points and can't afford more. I don't want to pay more than $5. If it is more than $5 then I'll probably have to wait a while. I would like it to cost no more than $3-4 (240-320 ms points).

In only interveiw/article I seen linked to they said its under 1 hour of content.
So where you get this 1.5 hour figure?

Unless I get a point bundle for the 360 so I can do another name change, go get some Dragon Age stuff, probably not because I don't really care about another character. All likelihood I wouldn't use Kasumi for about 90% of the game.

If she has recruitment and loyalty mission the size of the ones of the other characters in the game, i could consider paying few € for it. If only loyalty mission like Zaeed had i could consider paying a few less € for it.
But seeing the price/content ratio of BioWare's DLCs so far, i doubt it. You make great games BioWare, but your DLCs so far have sucked in price to content ratio. But i've been spoiled by Bethesda, and no, i didn't buy horse armor (well, technically i did as a part of the GOTY edition).

Yeah, i'd consider paying for a dlc sometime down the road. No more than 800 xbox live points. (the only one worth more than that to me was GTA4: Lost and the Damned). Less than 800 is always prefered.
