Dragon Age itself is designed to only download DLC through the game. And Steam is notorious for only working with the patches it itself downloads, and automatically downloading patches. In fact its automatic update of a few days ago when Patch 1.03 was released can cause some problems with the DLC system.
First verify the integrity of the Steam Game Cache
* Game tabs - Right click Dragon Age - View Downloadable Content - Local Files - Verify
Second verify that your Dragon Age Origins Content Update service will start.
1.) Press the windows key + R (or click Start and then RUN) and type in services.msc and press ENTER
2.) Locate the Dragon Age: Origins - Content Update in the list of services.
3.) Right click it and select START
If the service doesn't start, try running the
DA Update Service Diagnostic Beta Thirdly, once you've verified that the service will start, start Dragon Age, login with the email address and password for your account here, and go to Downloadable Content->Download Progress. You should see the DLC there starting to download.
