Is there a penalty for an NPC or player character using a second weapon in the off hand without having dual weapon talents. I read somewhere that the second weapon only hits at 50% but does the first still hit at 100%?
Is there any disadvantage like slower attacks or something or do you just get the extra damamge from the second hit?
