Of course they weren't. Because the game was pushed out of the door early. The options to configure vehicle controls, while there is no vehicle in the game, is prove enough. But there are occasions of cut corners, missing polish and missing content to be found throughout the game. ME 2 was released months before it should have been. Had this decision not been made, the vehicle as well as the two characters would have been included in the game, the latter probably with a proper dialogue wheel too. That said, and on topic: The Cerberus Network is not a "complete failure". The technology works. The content though is certainly underwhelming. I bought ME 2 because I love ME 1 and expected BioWare to be able to deliver a game at least as good. They didn't, in my opinion. Had I known that before, I would have waited and bought the game from the budget bin or second-hand. Nothing that the Cerberus Network provides "for free" so far would have changed that decision, and I wouldn't have purchased the access to it either. It's just not enough, not good enough.

It's the content added to the game that is completely out of place and thus, a failure.

Speculate all you want, but believe me - we monitor these forums. The basis for this thread (the claim that dlc was pulled from disc to be shipped/sold later) - is incorrect.
so you did "the Valve's way" putting some data to prepare the game for a future dlc. (I say valve's way because they always do this, especially with team fortress 2 and l4d, this method is very useful because with it is easier to make the content fit perfectly in the game and without errors)
for me is fine.

I'm pretty sure implementing a new character into an already existing game would take time to design their missions, set up their abilities as to be balanced and make sure they have dialog (everyone complained about not being able to talk to Zaeed this time their fixing that) which could take some time.

Most game developers that have to leave content out of the final game, content which they 'promised' to be in the released game, don't continue developing that content. Instead, they just let the released game be like that, maybe make a couple of patches.
Bioware, on the other hand, continues developing the game and giving us free content. Content released after the release of the game is additional content by definition, since pretty much no other company would even give the option of downloading material that didn't make it to the final release, much less for free. Stop complaining already and see the situation for what it is, not through your "You promised!" goggles.

All I was saying is the Kasumi dlc could have been the last big push for validating the Cerberus network.I understand everything can't be free , but in the end it is what it is.I plan on buying the dlc.
In my opinion to myself I see it as a failure , but to some others it's the other way around which is fine.
