No, Garrus goes pretty much renegade in ME2 regardless. I actually think that is an improvement because I had little but contempt for him being such a pushover in ME1 through dialog. He actually has a spine in ME2 without being completely ruthless and without completely disregarding the paragons.
Ha! I heard you can make make him rethink his attitude towards Sidonis, in about five minutes after you let him get away, without Garrus's consent... I wouldn't call that "having a spine".

I never even knew he COULD be Paragon or Renegade. I thought he was just Garrugade or something.
He is pretty much.

Does this have any noticeable effect in ME2? Different dialogue etc?
His dialogue does change slightly during his loyalty mission to acknowledge that Shepard pushed him one way or the other during ME1.

'Spineless' seems like a very unfair way of putting it. After all, the dude took on three estabilshed Merc groups by himself so he could feel he was making the galaxy a better place. I actually think it's harder for Garrus NOT to kill in both his loyalty missions - killing is the easy solution, letting them walk away in the name of 'justice' is harder. I always feel slightly bad talking him out of it, but let's face it - Garrus has got issues, and Shepard is the only person with judgement he can trust. When you let Sidonus go and talk Garrus down Garrus says "I know you want to talk about this. I'm not ready to." (paraphrase). Clearly, it was a hard kill to walk away from, but in the end he knows 'justice' takes many forms. Also, he is Batman.
Threre is no massive change to the way the Sidonus mission plays out if you let him kill the Salerian before, but he mentions it in passing dialogue. If you killed him in ME1, he says something like "you are one who showed me killing was the way", and if you let him live he says something like "I know it's not what you'd do, but I'm not you."

Depending on how the situation with Dr. Saleon went in the first game Garrus will mention it during his loyalty mission.
Exactly what is he meant to say? Because I've done his personal mission, paragon. Yes he came a long and we had the talk about how there were other ways to do things. Then I paragoned my way out of his mission in ME2...is there something specific he is meant to mention that relates back to ME1 and Dr Creepy?

You can't let Dr. Saleon get away. If you do, he pulls out a gun, and you kill him in self defense. So Garrus gets his revenge, but he can still respect your principles.
