I'm noticing on my new playthrough (on hardcore) that at the start of every new mission my ammo count is what was the original amount -1. I do get the new max limit with the ammo pack but I don't start the mission with full ammo. For example, normally I should have 28 + 307 max ammo with the collector's assault rifle. Instead I start the mission with 28 + 279 ammo (though if I pick up additional thermal clips I do hit max). Is this normal for the higher difficulty modes?

Yes. You get less ammo the higher the difficulty.
