We check to make sure the DLC is usable and it is. There are no issues and everything is great until he puts his own HD into his own Xbox 360.

Okay. So i have a friend who came to my house to use his HD to my XBOX 360 to download the cerberus network and other DLC to his HD using my internet access. Each time he returns to his own home with the new content it says that the DLC is corrupted and any file that has any cerberus related DLC is unloadable/unplayable.
We check to make sure the DLC is usable and it is. There are no issues and everything is great until he puts his own HD into his own Xbox 360.
Is there a reason for this?

Yes. DLC is tied to the gamertag AND the console. Since he downloaded it on your console, it will only work on your console.
