I have no idea whats going to go down in ME3, which makes it all the more fun =)
Characters from ME1 and ME2 should and CAN return in ME3

But i think some should return while others not. Zaeed only joined out of pay so he will most likely not return. Thane well that depends what they do bout his illness. Garrus, Tali are must coz the've been with us since ME1. Legion im not sure i would love to have him back but he may be helping the remaing Geth or if you chose the newly rewritten heretics i think they should introduce a couple new faces .
