High difficulty levels exist for people who like playing a difficult game. You don't have to play it on Insanity.

In order to save Garrus I had to use up all my Heavy weapon ammo on Garm (the freeze gun)... it just seems too hard for certain classes.

The difference is, the game is level-scaled is all.
I don't think it's all that difficult, but I had to change the order I did missions in, in order to hunt for upgrades.

Bioware are not here to hold your hand. You play the hardest mode in the game that has no benefits attached to it. You then complain said mode is too hard and that it has no achievement attached to it. Yet you do not want to fix it yourself.
Lazy.

Choosing the Heavy Weapon 6/6 upgrades to get (2) shots on the Cain is a better way to go than the AR 6/6 alternative. I unfortunately had the AR 6/6 so had to make due with a single Cain shot on the Reaper.
If I had it to do over, I would have done a ME1 Import Insanity to help things move a little quicker. The slow going was the biggest negative to the NG+ Insanity choice.

Umm, but don't you see the irony here?
You complain about NG+ being too difficult because you're hunting achievements.
There isn't an achievement for this.
Then you say there should be one ... umm, don't you think a lot more people would get frustrated with NG+ if they're achievement hunting, then?
If there's a mode that's "too hard," there shouldn't be an achievement attached to it.

At least up to Horizon for the most part. After Horizon you unlock important upgrades that elevates your character to being back at the normal level of instanity.
The good thing about NG+ on insanity is that you save quite a bit of money on armor as well and don't have to spend so much resources on researching new heavy weapons.

*groan* Yeah... I'm still on my Hardcore NG+, and Horizon was definitely the big hurdle. I want to do my Insanity playthrough with an imported ME2 character too, but the thought of having to deal with that again makes my head spin.

I thought the term "achievement" meant working towards a difficult goal, not free "kewl points" on the XBOX live system or whatever.
If you don't like it, turn it down... I personally only play on Insanity so it doesn't seem bad to me.
