I say Evis simply because it functions at a better range than most shotguns?

Shotguns are useless in the hands of NPCs. Give him Eviscerator or AR
on lower difficulty levels you can send him forward to rush more often, then maybe the claymore can be considered

Theres only 4 missions in the entire game where Grunt benefits from a shotgun and 2 of those 4 missions are only parts of it.
1) The IFF mission - Only husks and scions
2) Horizon - At the end when you have to reactivate the defense towers but only for husks
3) The N7 mission with the reaper indoctrination device
4) The biotic escort during the suicide mission
Frankly, I prefer the evis on grunt these days. Better range, more ammo per clip. Claymore is really only useful on the lower difficulties.

It says 'normal humans'. After all the crap put into Shepard, I don't think he counts as normal anymore.

If I have spare minerals then I may give him Claymore, but I won't farm minerals to upgrade either Grunts or Legions guns.

I usually don't have him use his shotgun unless enemies get close.... but I like to give him the Claymore (NPC's don't have reload or ammo issues like Shepard).

why is it that the Wido Sniper rifle, and almost every shotgun on ME2 so aweful?!
i chose to get the krogan shotgun at the collector base pt. 1, and it only shoots ONE BULLET?!?!?!

That one bullet does more damage than any shot from other weapons you can get. The Claymore isn't everyone's cup of tea, but those that like it REALLY like it.

Why does the Claymore's thermal clip only supply one round? To make it play differently have different tactical repercussions to other shotguns. Just because you don't like it's style, doesn't mean it's crap, plenty of people have been extremely successful with it.
As for the OP's question... I always give him the Claymore, just because it feels right. However, if I'm honest I suspect the evi would be the better option from a power gaming perspective, purely because the AI isn't great at getting into the optimal range with a shotty and making the most out of it.
If I could manually control his charge move the claymore would be (more) amazing, you get to approach the enemy quickly, get very close and stagger them.

Claymore, even on Insanity.
Usually don't have much of a problem, probably because I'm only half aware of the situation, or I'm using Grunt as the usual bullet soak.

The A.I. of Grunt and almost any of the shotgun users tends to fire from a more than optimum range making the Evi more effective than the claymore. In addition the Evi dmg vs the Claymore dmg is very close where the Claymore does slightly more dmg at close range and the Evi does slightly more dmg on average at range.
