I am wondering since all my stats and info are saved to bioware in a sense is there a way to get a copy of my character and reinstall her into Dragon Age since I lost my HD?

There is no way to redownload the data you have uploaded.
It can never hurt emailing customer support though and ask nicely. The worst thing is that they'll say no
