I think The Illusive Man is actually a Reaper from the future...
In that future, the Collectors really killed Shepard and the Reapers got Shepard's body, creating a Human-Reaper that looks exactly like humans, size and all. Because of this, the entire human population is killed and secretly replaced with identical Human-Reapers, which is what TIM is. His name is Tim Cerberus, and he is a Reaper who wishes he were a real human. He despises the Reapers and thinks that the human race was more powerful then the Reapers. He travels back in time, saves Shepard's body and brings him back to life so he can destroy the Reapers and save the actual human race. By traveling back, he first creates a pro-human company called Cerberus, and he calls himself "The Illusive Man". He's interested in Reaper technology because he wants the human race to learn how to use it to become powerful enough to destroy the Reapers from ever becoming dominant and letting the humans become the most powerful species in the galaxy....the ironic thing is he isn't a human.

Boom goes the dynamite.
