First things first. Just like the name implies, the Charge Fast Draw can only be performed by the Vanguard and as far as I know it only works on the PC version.
Second, this is a situational technique. While it isn't particularly hard to perform it has very limited uses. This technique won't give you a big advantage like the Claymore trick.
And last but not least, this technique will only appeal to a very particular niche of hardcore players, the ones who enjoy making performance and time attack runs/vids WITHOUT PAUSING.
Charge Fast Draw
A charge consists of three phases: the "build up" when Shephard lowers his weapon, the charge per se and the impact, when Shephard will raises his weapon. Weapon switch consists of two phases: holster and draw. This technique allows you to "bypass" the holster animation and fast draw a weapon while performing a charge.
Basically all you gotta do is charge and buffer the weapon switch before the impact. The holster phase will happen during the charge (i.e. it will be bypassed) and you will draw your weapon immediately after the impact allowing you to draw your weapon AND shoot during the time dilation. As I said before, this will only appeal for the hardcore as you will be getting only a few frames of advantage.
There is a little detail though (the reason why it only works on the PC version). The fast draw only works IF you switch your weapon with the mouse wheel. It will definitely NOT work using the quick switch. I didn't experiment enough with the pause as I abhor it, but I don't see it working (unless you are lightning fast) as the pause won't stop the charge.
Also it allows you to "skip" some weapons during the switch. For example: If you wheel UP with the pistol equipped it will change to the machine gun and from there it will change to the shotgun. By using this technique you might be able to change from the pistol directly to the shotgun. I still don't understand how this works though. Just wheeling twice up during the charge won't work. It happened a couple of times but I can't pull it consistently yet. Perhaps it has something to do with the distance? I need to run more tests.

Compare the first part (when I used "last weapon") against the second (mouse wheel). You can clearly see that during the first part Shephed will hoster then draw while in the second part he will immediately draw the shotgun after the impact.
