In Origins, even fifth blight begin, you have to reunited country against darkspawn....yet you do have time for romance...

The real reason is that the bean counters didn't allocate to the developers sufficient resources to add in romances during the time they had to complete the expansion. The line about the Warden being too busy is just an attempt to rationalize the decision with an in-game explanation. It could have been done had they been assigned enough resources. Just look at HotU.
