Whats the moment in DragonAge that will basically lock you into the last act?
Or whats the last moment in the game you are allowed to freely roam.

After the Landsmeet is concluded and you've decided who rules and whether you have Alistair or Loghain in your party, this is the last time that you can roam about and complete any side quests. Personnally, I use the Elfroot exploit and max my chars to level 24-25 (in preparation for the expansion) before going to Redcliff for the last time.
Once you go to Redcliff, you are faced with the decision whether or not to do the Ritual and after that, it's off to Denerim and the Final Battle without pause.
