As an RPG: no (using KotOR as benchmark)
As a tactical shooter: no (using Jagged Alliance 2 as benchmark)
As a third person adventure shooter: complete succes.
As long as you don't expect an RPG from it then ME2 is a fun game.
So in retrospect, did ME 2 fail?

It's an awesome game if you can look past plot and story issues.
With those issues...it's still good...just not as great as it could have been.
