It's done to make it seem like they're swearing. It's a convention used on north american television. Some folks find it highly amusing.

That would be nice. In America we supposedly have a right to free speech - (ok. I won't continue that thought, no use getting political on a friendly forum). Anyway, I didn't find the OP funny at all either.
