I asked a question and now I figured it out, so I'm converting this post to a quick tip lol.

How about placing HandleEvent(ev, R"your_script.nss") in EVENT_TYPE_DIALOGUE ? Did you try that ?

I ended up using game mode change checking for state 0 under the oldgamemode.  But your tip will come in handy in other places I would think, thx :P
