I tried to understand why they acted like they way they did especially after events of ME1 happened but couldn't think up of any so I came up with a theory which I hope is wrong. I think that both of them acted like they way they did because I think they knew the Geth helping the Reapers and the Reapers themselves were listening and seeing what's going on in the galaxy so the Council and Alliance acted like the Reapers never existed and that Shepard was crazy and messed up in the head for believing in the Reapers but they're secretly trying to do everything to help Shepard. And I think in ME3 they'd come out and confess they were just trying to stay quiet about the Reapers so they won't know what's going on and now Shepard is supposed to have a good relationship with the Counil and Alliance again....I'm hoping that this won't happen because it would've been much better if the Council and Alliance were involved in the story a lot more in ME2.
I hope Bioware didn't make the Alliance or Council act like pieces of **** that they are in ME2 because of this

Too hard to write your way around a game that would involve a massive war effort in ME2. If the Council accepts the Reapers as what they are, Shepard is no longer running around building teams and killing mobs, he or she is now a small part of a massive arming process. Perhaps searching for information and artifacts from the Reapers and the previous species they have annihilated. That works fine for a game, but only if it is for the last game in the series, not the middle game.
