I play on console (PS3) and have always found Cone of Cold to be very consistent. Even when enemies are in the middle of their stride, I would always pause -> select Cone of Cold -> aim the cone at the running enemies until they are highlighted in red -> execute spell.
This has always worked until recently (there was an update on PS3 and I downloaded RTO). Now my spells tend to miss running enemies even when they were highlighted before the spell was executed. Now I have to predict where they're running to and aim the cone there instead.
Can anyone confirm this, or is this all in my head?
Did Cone of Cold change?

I believe that thats a mental one. The only thing changed about that spell in 1.02 is its duration.

if your character is standing still when youre aiming, the area of effect will be exactly as it appears during the pause. if your character is running, when you unpause the game, he has to stop running first, which takes a fraction of a second, and then cast the spell; the calculation for what units are inside the area of effect will be done after this fraction of a second.
