So I can not find Ban taegan elsewhere thus not allowing me to finish this quest.

So this is what I did
-Lady Isolde is dead
-Connor is alive
-I already found the ashes
-Quest told me to go back to arl eamon

I can't find Ban Taegan near the arl nor in the main floor.

Maybe he's Somewhere else? The Chantry? a Different Room in the castle? Out back in the Shed with this months Copy of Milk Maids Quarterly? Or Better Yet Chantry Sisters Gone Wild.

Not sure how different it is but I killed Connor and Teagan was in the main hall.

Im actually having the same problem. I have searched the castle and the town and nothing!

You have to click on Arl Eamon to use the ashes. May have to adjust the camera to face the ground to get the click point to show, also tab is your friend.
