Hellu... New User seeking help- Splash screen freeze.

When I press Input it does a similar thing, it pulls out the ol'd green bar, rolls it up about half way and stops, it just does this shining thing but doesn't go anywhere.

Alright, so the problem IS with an input device or its driver.

Click Start and type 'device manager' into search. Start it up. Click View->Show hidden devices.

Expand everything and post some shots (if you see exclamation marks on icons or something, that would be the priority, but I gotta see everything, still).

The list seems to be fine.

Before we lay waste to any drivers, unplug all input devices (and any other USB devices) and see if there's a change in dxdiag Input tab.

If it didn't help, then post a shot of Device Manager with just 'Human Interface Devices', 'Mice and other...' and 'Keyboards' expanded (all stuff unplugged).

Including my mouse and keyboard? :I Because those are my only input devices other than my internet network cable, which; if I remove I can't use my internet.

Hm, why do I have two mice and two keyboards? I only have one of each.

Hmm... I can't really print screen if my keyboard is unplugged, should I just try unplugging mouse/keyboard while the Device Manager is open?

Leave them at their places, if you have no additional devices aside from the mouse/keyboard.
HID duplicates is fine, by the way.

Now, to the driver part... each of these devices here has a driver and you can unistall it by right clicking on a device and choosing Uninstall. Don't do this on random devices. Also, make sure you've got the respective drivers at hand (if you ever needed to supply them, ignore this if your keyboard/mouse worked without custom drivers).
(On a side note: I don't like the 'virtual Hid...' and 'root enumerated hid device'. As it looks... important... weird... and geek-badass to uninstall.

So, if something important stops working, Action->'Scan for hardware changes'. If you can't do that, then unplugging/plugging into another port or restarting (just use the power button) should bring most (if not all) uninstalled devices back.

But, since we still have no idea of what exactly is causing the problem, you might want to update the drivers first and see if that makes any change in dxdiag, that is, if your keyboard/mouse/whatever came with a driver disc and is beyond some generic hardware.

Personally, I'd be pissed to hell and would just rage to uninstall everything that I see under Human Interface Devices/Keyboards/Mice.
Damn computers...

After this little rant, you should try running Windows in safe mode and check if dxdiag works there.

Make sure you choose 'Safe mode with networking'. Or you know what will not work, if you don't choose it.

I uninstalled the Virtual Hid and it also made the root enumerated hid device disappear, which is interesting. The Computer restarted and everything seems to be fine.

Apparently all these devices are up to date.

So I guess there's no need for safe mode. But Mass Effect still does the same thing as it did before. Stuck on the splash screen, nothing has changed. I have to shut is down through task manager.

EDIT: Uh might not be related but one of my web page accounts won't allow me to do things, this might just be a site issue though. It gives me an error page when I try to read my inbox or send messages.

Next step would be to check all system files. Click Start, type 'cmd'. Right click on cmd.exe and choose Run as Administrator. type 'sfc /scannow' and hit Enter. It will scan for problems in all protected system files and fix them.

Might take a while. Post back the output of it.

Oh the CBS log... Slow, Dani...

>_< But here's the weird thing, I can't get past Windows, there is no Logs folder in the Windows folder.

EDIT: I searched the file and found it, but when I open it says "access denied" and I messed with admin settings and still couldn't open it.

Try starting Notepad as Administrator (Right click->Run as Administrator, as always) and then go to File->Open and see if this opens the file.

EDIT:
If that doesn't help, then you probably need to take ownership of that file first.

You've got to be careful there. Double check every character that you enter.

That's exactly what I did, and I can't. It doesn't let me.

EDIT: Okay I fixed it. I copied the log onto my desktop, opened notepad as an admin, then opened the file on my desktop through it. It's protective about system files I guess.

Uh the text is reaaally huuuge. Do you want me to upload it somewhere as a text file?

You should open TakeOwn+.reg and click Yes to whatever Windows is yacking about. Then you should be able to just Shift+Right Click on any file and select Take Ownership.

Um. It's a Shortcut to the file... on your computer. I could also use some hack to get into your computer... not.
When you open the file from Desktop, save it as a different file and then post that new file...

Oh whoops, I didn't think it was a shortcut. I resaved it and then made it a winrar. I don't know why when I righ clicked that was my option, I didn't get a zip option... But I'll assume you have both?

There seem to be issues with things of hardly any close relation. Some privilege issues (with folders that you probably didn't mess with). The 'unfixable' problem is with 'c:\\windows\\system32\\tcpmon.ini', which is... useless, to say the least.

Maybe there's a disk issue... But, we're getting close to the place, from where a full reinstall seems to be less problematic than attempts to fix it.

Backup important data. Find your Vista installation DVD. Just in case.

Run 'chkdsk D: /F /R' in Command Prompt as an admin. If it asks for restart, choose Yes (or just Y) and then restart. It should do a disk check to ensure it is not an HDD issue.

Run 'chkdsk C: /F /R' now. And don't forget the spaces between parts of commands.

Ok. I did that, it ran the disk check but I was away when it finished and I don't know the results?

Control Panel->System and Maintenance (of not there, skip to next)->Administrative Tools->Event Viewer (Right Click... Run As Administrator)->Windows Logs tree item->Application

Look for 'Wininit' in the Source column and copy & paste the text of this event under General tab.
