I decided to import 2 ME1 saves, one with Liara as LI and the other with Ashley (been playing with characters that had no LI in ME1 and I always picked Miranda so far) and stay faithful to them.
So I import the save and Liara/Ashley appear in the intro sequence on Normandy, but then I played through Freedom's Progress and got to Normandy SR2, but in the Captain's cabin there is no photo of Liara/Ashley in either of the 2 imports. Is that a bug or does the pic appear later? Thanks.

The romance has to have been completely consumated in ME1 (i.e. they have to have appeared in your cabin before Ilos) .. Ashley showing up in the intro sequence on the Normandy just means she didn't die on Virmire.
Other than that... I dunno.

Make sure your checking the right area. The photo will be on the desk where your private terminal is, the picture is blank from a distance but when you walk up it will pop up.
