how come the RTO stuff can be carried over but the Soldier's Peak and Shale dosen't?

I was playing Awakenings for the first time. I was aware that DLC items could not carried over, however, I didn't expect for my character to be coming in in his undies(had the Grey Warden armor at the end). I thought there would be a chance for me to have generic high end gear. However, I noticed my character still had Duncan's Sword. So I went to my last game and had him in Cailan's armor and started again and there he was in full armored glory.

Because RTO came out so damn late for the PS3, they wanted to give people an incentive to still buy it.

yes that what i did ..took all loot from my storage chest ostogar dlc n all
and then made a new import game and got that armor and stuff
