when i created an area with the NWN2 toolset i just opened a new area, selected the size i wanted and a green plane appeared that was my area. then i went to work with the terrain and paint tools. does this not have that option? am i forced to use their premade areas if i wish to make a mod?

In the DA toolset there's a distinction between "levels" and "areas". Put simply, a level layout is what provides the art and pathfinding, and the area resource takes that layout and adds all the interactive stuff that makes a game function as a game.
To create a new layout, go to the File -> New menu and select "level". http://social.biowar...hp/Level_editor is the documentation for the level editor.

To mess with the terrain, ie. raising/lowering the land, painting texture, you must use the level editor, not the area editor. You can create a new level by:
File Menu(top toolbar)/New/Level
That screen will pop up your terrain editor where you can deform terrain and paint textures.
