I think it's random.  I could of sworn the first time I found it was in the Marsh and the second time I played was when I was saving the merchant woman who run's off to the Keep.

You get Flemeth's broomstick in the smugglers coven when you defend amaranthine (at least i did). The darkspawn general drops it.



Lampost in winter has the most awesome staff model in the game. I really hope modders manage to get that particular staff model available in the original game.

HAHA Yes!!! I couldn't stop laughing when I saw that.
