If you are up on the battlements in the city and there are enemies on the ground below, and you get in combat while up there, you are stuck, since you can't use the doors, and the only way to get out is to reload an earlier save.
So I am pretty annoyed and probably won't be playing for a few days now.

This happened to me too. Luckily, Nathaniel's bow has good range. As a last resort before giving up, I switched to him and was actually able to take out all of the thugs and the shady character with his bow.

i play on ps3 (found this thread through google search), but this happened to me too.
accepting the "preying on the weak" quest caused bandit mobs to appear on the outskirts of the city. i went up onto the battlements (by way of the door at the city gates that teleports you up there) and my characters detected one of the mobs and went into battle mode. i had no way to reach the mob and no way to get back down, so i also had to reload an earlier save.
luckily i saved immediately before going up onto the battlements, but yeah, this is definitely a problem.

It happened to me during the thug quest that I picked up (from the chantry board, I think). The suspicious/shady/whatever character also spawned next to the house leading to the smuggling tunnels at the same time since I had already been chasing him around the city.

I am stuck up there too, there are some thugs down below that set our group off into combat mode. s I can't get back down to fight them from the battlements. None of my characters has enough range to hurt them so it looks like I will have to revert to an earlier save.

I just encountered this and thought I'd lost about three hours to it, but there is a bit of a workaround. Walk right up to the crenelations ar the edge of the battlements and you'll see the targeting ring under your character go askew, as if he were standing on a downwards slope. Equip a longbow while in this area and fire away. The game will glitch, and sometimes boot you back into the normal "flat" play area, interrupting the attack animation before you get an arrows off; however, after a while you should be able to hit the entire group in the centre of the area.
The group by the shady guy is not the issue. You can hit them with cone spells, but they'll regenerate instantly because they aren't in combat. Kill the group in the middle and you're done.

Did they even test the expansion before it was released? Well I hope they learn from this that when (And if) they create another expansion to test it till they can't test no more.

I actually managed to get through this bug. That is, simply using your mage (hopefully you have him with you) and auto attacking the thugs. While I was doing this, one ran too far forward for my auto-attack, so I used the ability "Winter Grasp" (which he automatically had, thank god) over and over until he was killed. I came very close to shutting the game off, but luckily this find saved me! Hope this helps.
