I think you need ot get him approval pretty high before he will talk to you about it.

How high does it have to be? I had it pretty high and it never came up.

Somewhere North of 70 and well-nigh impossible to accomplish. I usually save up all of Alistair's non-plot gifts and port them over to DAA for Oghren-giving. (Sad but true...)

Tonight I did my mage in Awakenings. When I did my warrior I never could get Oghren much past 38. He is way harder than when he was in origins which I think is a bit odd as he is a companion from Origins. Anyway on the mage run through, I would save before I spoke to Oghren and only accept the best increases. I never completed his Oghren the Family Man quest however, by the time of the fight at the end he was at 85 and despite not finishing the quest, I got the epilogue card that stated that he had Felsi and his child visit him often at the keep due the Warden's influence. Which is what I was after.
On the rogue import I tried to bring in the feast day gift but it would not make it. No idea why Oghren was meant to be this difficult.
Guess Feast day gifts can not be sent over and I apparently gave all of Alistair's gifts to Alistair so none of those were even available.

Oh! It doesn't HAVE to be Alistair's gifts! I just don't use them because I'd rather roleplay things with him than toss him a gift for easy approval... any unused vanilla companion gifts will work on the dwarf - Oghren likes jewelry and paintings just as well.

Try to get as much approval through dialogue or certain options, like demanding the prisoners during "It Comes From Beneath" to give you their clothes in return for setting them free. That particular action gives +5 approval with Oghren.
There's a bug with Oghren in Awakening, in that even though with an imported warden, the game will remember how many gifts you may have given Oghren during Origins, even though you start back with neutral approval with him during Awakening. This is why you won't see any gifts give more than +6 approval with Oghren.
I can get his personal quest to complete during every playthrough, though it usually comes near the end, as I'll need almost every gift for Oghren, as well as have him around when I click on certain objects that initiate dialogue. In particular, it's a good idea to bring Oghren along to Amaranthine and Kal Hirol, or plan to make a return trip. Also, you can get enough approval from gifts for Oghren by sticking with the beverages, and the toy pony from the Blackmarsh. You don't have to save everyone else's gifts to use for Oghren.

I want to thank all the helpful posts. Prior to doing Kal Hirol, I got Oghren to 70. When we returned he was high enough he initiated the chat. I did continual reloads til I was certain I got the highest approval on every conversation. And I did bring him in Amaranthine and Kal Hirol. I even took him in Silverite Mines but he got zero approvals there.
Once again. Thank you!

This might Help
Below are the spots where you can initiate dialogue with Oghren in Awakening.
On the PC version, it can be hard to find the correct spot to click;
make sure to hit "tab" and rotate the camera if it's not letting you
click on it.

- City of Amaranthine: Billboard by the stairs to the Chantry. Note that making fun of Oghren or telling him to "Stop right there." causes
(-3) , while using the second option all the time will reward
(+4) . - City of Amaranthine: The table of the weaponsmith in the market district (when talking to Sigrun).
- Kal'Hirol - Trade Quarter: The anvil in the prison room.
- Kal'Hirol: Cliff by the entrance of the Thaig, just if Sigrun not joined the party.
- The Blackmarsh Undying:
boat in the area you wake up in. There is an alternative dialogue if
the Warden is imported and Oghren was trapped in the Fade in the Circle
of Magi. - Vigil's Keep: The cask behind Oghren in the throne room, which can be used to initiate several conversations.
- Adria's Plight
Underneath Vigil's Keep, there are some prisoners, release them but ask
for the clothes off their back. Oghren finds it amusing
