So do they look basically human? I read the codex but it doesn't explain much. Can someone help figure out what quarians might look like?

We know they are constructed like humans... sorta. Thay have eyebrows (hair), nose, lips, nails.

Everything we know points to them looking like humans.
In fact, in that mission where you rescue that female Quarian from the varen, there are skeletons all around her.
The skeletons are human skeletons used as placeholders for quarian skeletons. But the fact that the devs felt comfortable enough to use a human skeletons as placeholders for quarian skeletons says a lot.
Here's an eyebrow pic:

Although, supposedly the placeholder face has no texture, so that may be an accident of lighting.

I don't think it neccessarily says a lot. It's a lot easier to use human skeletons that exist already in the game rather than creating new ones for the quarians. using human skeletons also keeps some of the mystery.sergio71785 wrote...

Ascension does not say whether or not they have hair, although given that they are mammals or at least an off-shoot of them, hair is a very likely possibility. I would imagine that they are probably the most human-looking of all the species you encounter.

That's the thing, the fact that they went ahead and used a human skeleton instead of making a unique quarian one says that they look similar enough to get away with it.
They couldn't do that with any other race in the game except *maybe* asari. Even that may not be the case, their skulls could look different due to their head fringes.

They have hair but it isn't so much like human hair as it is horse hair. It seems to stick very closely to their bodies.
As for quarians, well if they have eyebrows then it is possible that they have hair on their heads as well.
You can see a quarian skeleton at the crash-site for one of the mini-missions and it look remarkbly human. They they probably have basically human faces.

I don't get the term "placeholder face." Her face looks different from that of other quarians. Do you just mean that the texture of her face isn't meant to be distinguishable?
I just think some people are expecting a major shock and that her face looks completely different from what it looks like with the helmet on. I'd be more inclined to believe that the facial texture (kind of how skin looks on Asari v humans v Elcor) and skin coloring would be a bit obscured.

So I guess with that hair

Tali shaves.
Her mustache?

Turns out her helmet has a funhouse mirror effect that distorts her face into something humanoid. In reality she has a neanderthal brow and concave cheekbones.

Add on to this the eyebrow that can be seen on Tali in certain lighting situations, and... Quarians in all likelihood have hair.

Yeah, pretty much. Think of it like this: if you stepped into the Star Wars EPIV and touched a wall you'd discover that it is a prop. You'd see that the universe only looks real from the perspective of the camera but the realitly is that you are on a set. Or consider if you no-clip in a video game. Do you REALLY believe that the nothingness outside of the normal game-area exists in the game world? Of-course not.
So at the same time you can't really learn much about Tali's face if you strip away the mask. What is under there is meant to be seen with the mask on, taking it off ruins the effect and may distort what the devs have in mind.
