I just finished the game on the PC, and without revealing anything I can tell you that this bugg doesn't seem to affect anything except what the city guards will say to you.
I was able to finish the quest before the bugg occurred thou.

i got the same problem.. accepted both, but just did the guard's quest (xbox 360).
Btw, anyone know if there are any known bugs for completing the mines first before recruiting the tree chick into your party - besides the dialogue?

Same here, bug on the 360. A little annoyed that the only way it seems I'll be allowed to get around this bug is... redoing hours and hours of play. :/

I really wouldnt worry about it too much. Same thing happened to me, but after wiki'ing the quest, it appears that the only real effect from completing the quest is that the side you helped fights with you at vigils keep in the ending sequence. Its not a game changer.

Same on PC. Was looking for way into the smuggler lair, working for the guards, said hi to bartender and that I could ask him to open the door, killed the smuggler leader, and the guards hate me. Argh!

I completed the Law and Order quest before I talked to the innkeeper, so I got further than a few of you unfortunates.
I have a question for those of you that finished the game under these ridiculously stupid circumstances. Even though I killed all the smugglers and finished the Law and Order quest line, will the smugglers be the ones helping me at the end of the game? I ****ing hope not.

In the completed quest section of my codex it states under "Smuggler's Run" that my cooperation with the city guard has made me enemies of the smugglers, and under Law & Order it states that the smugglers won't be a problem anymore thanks to me.
This gives me a little hope. Is it only the NPC dialogue that is effected? Or is the game truly stupid enough to reset everything because of this one little bug?

Do not talk to the bartender about the passage. And clear the map from hireds. Last time go to the smuglers hideout and talk to the man who has the key. Then he attacks, kill him, get the key and enter the hideout, kill'em all. Return to Constable Aidan and everythings ok.
This way of completing the quest, I didn't encounter 6 7 groups of enemies, just 3 groups appeared.

Yep. Me, too. Can't complete the Law & Order quest, and can't complete the shady character quest, because the Captain of the Guards thinks I'm a murderer, and the smugglers won't talk to me either. (And I've still got that annoying "Legacy Asset" face tattoo.)

I've seen this bug as well, but let's not forget the (in my view) most serious part of it: Sigrun's companion quest apparently is ruined if you do Law & Order first.
I think this bug is pretty well-known by now, but I figured I'd mention it anyway, as I don't think it's mentioned in this topic as yet.

I don't know why but even without talking to the bartender about the door I was able to get in the smugglers cove and kill the leader. Only problem is, even though the quest is complete in my journal and says I should talk to the city guard, and there is a completed quest marker above him, the only option I have when I talk to him is "I haven't found anything." I'm going to reload from a previous save and see if that helps.

1)This also happened to me on the Xbox 360 version with my first character in Amaranthine.
2) Later found out that starting this quest would not allow me to trigger Sigrun's personal quest.

I reloaded a previous save and instead of going through the bar entrance, talked to the suspicious character and the issue was resolved for me.

I'm having the same problem... I think I'll load all the way back. Could anyone tell which one is better to choose then? I may be an opportunist, but I don't want to be called murderer when the people already don't trust me.. Will it effect anything? And which one has more gold in it? o_o

Yeah? worked for me - i went to leave the city, and there was 5th groop of hired goons/ After that, I've finished this quest with no problems. It was such a relief.
