It apears that Bioware takes no concern in this mater, dissapointing....

Damn it i've got a big problem with the quest. I searched the whole internet to see if someone has the same problem but no luck. OK so i denied the business proposal from that shady character, i talk to the guard he gives me the quest. I find that smuggler "Suspicious Character", he runs away, i chase him, kill all the hired goons including the leaders and when i go talk to the guy, as i thought i caught him, he just says "Nothing personal, just business". My journal still says that i should catch the guy. So any idea what i should do??

This is ridiculous. Eight months without a fix for this. Now this is a quality product.

Same issue here. Thought I would get into the cove by telling the barkeep to open up the entrance. Now I'm a murderer. Can't go back because all I use is quick save...

Same issue here. I can't believe Bioware hasn't fixed this yet. I mean COME ON!?

I have a different bug with the Law and Order Quest
It is when you are chasing the "Suspisous Character" around the city and defeating his hired goons, after killing the 4th group of them, the "Suspisious Character" will not run away anymore and he will not initate conversation with my character either.
I have also accepted the smuggling quest but I haven't even entered the Crown and Lion pub yet.
same here...... can't speak with the suspesious guy anymore... and cannot finish up the quest, PC version
Same here as well... I can't do the quest... The Suspicious guy just stands there like nothing happened
Buggy rushed expansions >

Pretty sure this is the last time I'm paying for a BioWare product. The fact that they haven't fixed this bug for almost a year disgusts me.

Same here. Having a game with some bugs is one thing, not fixing it is just disgusting... too busy with nr. 2 i guess...

Late and on wrong format. We 360 cannot use the toolset on console.

I had the same problem, but thanks to this thread noticed right away, reloaded my previous save and only lost a few minutes play and have now solved the problem (completed law and order and no one calls me a murderer). The key is certainly the bartender, as has been mentioned I thought that exposing him would be part of the law and order mission. Speaking to him is not a problem, even telling him you want him to open the passage seems to be alright but paying him, persuading him, or intimidating him all trigger the bug, the only option you are ok with is the one where you leave.

I just experienced a glitch, I think--I haven't accepted either the law and order quest or smuggler's run, though I was forced to speak with both. Guards are still friendly toward me. I did clear out the thugs at the outskirts of the city. Heading out of the city from the marketplace, I suddenly was at the top of the guardhouse, where the lieutenant said, "you're not supposed to be here." I grabbed everything from the chest, stole from everyone and used lockpicking to free Jacen. Is any of this going to mess up Sigrun's side quest? I'd hate to have to redo Amaranthine just to fix this--still not sure why it glitched.

Ideally you should not have spoken to either if you want to be sure of triggering Sigrun's quest.
According to the patch notes some companion's quest triggers have been fixed; whether Sigrun is one of those is questionable. The remainder of what I will convey should be obvious: if Sigrun's quest's trigger is one of those fixed then it shouldn't be effected by what you have done; if it isn't....it will.

I have the issue with the shady character standing about while all the thugs are dead and I can't continue because the damn guy won't MOVE.

Sometimes the game doesn't update quick enough; such problems are also in Origins though Awakening has quite a few more problems which just exasperate them. All I can really suggest is wait a little bit to see if the game updates; if it doesn't then it seems very much a reload is required.

Old topic but Ive just had this problem, killed the smugglers and now the guards hate me and complain that even grey wardens can be bribed with money

If patch 1.04 didn't fix it, then your only real recourse would be to reload a save before you took the mission(s); and that's assuming you have an earlier save to use.
A good thing to do with such games is to save frequently and use a rolling stack of saves, so if something is bugged you can always use an older save. In this case, you have to avoid the bug.

Why has this not been fixed yet?! Come on... Please add the few lines of code that would make it possible to talk to the town guard again... I love DAO, and Awakenings and am playing this so I can move on an purchase DAO2. In fact I even purchased DAO on PS3 & 360 (Twice on the 360, don't ask...) So all in all I have purchased 4 copies of this game and plan on buying the fifth (DAO2). Please support your fans as they support you. I know this is an old post and apparently some believe it's the gamer's responsibility to save against buggy games, instead of the games just working like they're supposed to. I know that's not always the case but please fix this, it's a glaring oversight. I can deal with the jumping models and animations at times and the replaying of cut scenes or dialog due to bugs. But don't make me restart the game to accomplish something that should simply "work". Please Bioware fix this...

My last playthrough of Awakening, I killed all the smugglers before I was ever even offered that quest. Played a rogue and lock picked the smugglers cove entrance from the inn without ever talking to the guard or the barkeep. After doing so, the quest triggered, i ran around and killed the shady dude outside the house, went back and quest was resolved. it was weird, but i didn't end up with the damn fight glitch up on the battlements (doing the suicide guys quest) to kill the jerks outside amaranthine.
as to patches, i thought somewhere it was stated there would be zero more patches for dao or any of its dlc. it sucks but...
