i know that if you use then ew game plus( where u restart the game with a character u beat) i know u get same level n all that and pargon and renagade choces are restarted...but do you still have to farm upgrades or do yu have all the upgrades ya had before

Yes, you do.
Every upgrade except the Weapons Research for Heavy Weapons, you still need to do ammo research though.

I like NG+ because I love having all my weapons and skill points but it does stink having to mine & research again.
