I believe what he means is that the Tempest fires 5 round bursts, you cannot fire say 7 or 21 shots, try for 7 and you'll get 10, try for 21 and you'll get 25. It's still full auto, but continues the current burst after the trigger is released.
The Revenant and Avenger Assault Rifles will fire just one bullet at a time if you tap the trigger, and on full auto you can control exactly how many shots you fire. It seems probable that the Locust will be similar in that regard, but the damage and feel will be like the Eviscerator, which is a shotgun that's got better range, and better against armor, even though shotguns are normally close range, anti shield/barrier weapons.
I hope we'll see a DLC soon that includes a Heavy Pistol that's gotten the same treatment, although to be honest, most of my characters use the Predator anyway for the more reliable ammo supply.
Thus far we've got two balanced assault rifles, one that leans more towards shields/barriers, and one that leans more towards armor.
We've got four sniper rifles, with one (PC Only unfortunately) that pushes more towards the balance of an assault rifle.
We've got four shotguns, with one (Xbox only, I think, or can PC guys get the Eviscerator too?) that leans more towards balance.
So far, our handguns and SMGs are really only good at their respective duties and none of them lean out of their role a little bit so we've got some room to play.
I still want a melee heavy weapon like a sword or something, though.

All weapons are available for all Platforms, The Sniper Rifle I believe you are referring to is The Incisor, which can be downloaded on the Xbox and the Eviscerator was part of CN so is available to everyone with access.

hummm... I didn’t know they were bringing a new gun with Stolen Memories.
I know that this might be a little bit off topic but since it was mention. Does anybody know where I can find the Tempest? I found it on my first play through, but I can’t seem to remember where exactly I found it at.

The tempest is found on Haestrom, Tali's recruit mission. It can be found just before the first conversation over the comms with Reegar, where he instructs you to grab the demo charges. There are a group of geth troops firing wildly at nothing in particular when you approach the area, and some quarian corpses + a dead geth hunter. Check those bodies, you'll find it there.

I find the tempest with warp or incindiary ammo very useful against enemy that rush you, such as Abominations, Krogan and Husks. Full auto works pretty well when they're chasing you, 2-3 feet behind. Wonderful for burning away armor, then hitting them with Concussive Shot, Throw, Neural Shock or freezing them.
I usually only use it when I'm running low on other ammo however, or when I I'm just boiling away armor so I can finish the job with biotics/tech.
