probably this- i believe, the soldiers are spread too thin if you send them to defend the trade routes, and amaranthine and the farmlands.
i know the keep falls if you send them to defend farmlands.
Actually it shouldn't matter what you tell your troops to defend. Here is what must happen for the Keep to survive on its own:
1. Secure the Vigil's basement connection to the Deep Roads so it cannot be attacked from below. (complete quest: It Comes From Beneath)
2. Get 80 gold for Voldrik to hire competent workers. (complete quest: Cost of Doing Business)
3. Secure a granite deposit for Voldrik to strenthen the walls. (complete quest: What is Built Endures)
4. Deliver lyrium sand deposits to Dworkin for making bombs. It doesn't matter what kind you tell him to make. (complete quest: Bombs Away!)
5. Get all three mining deposits for Herren, i.e. iron, veridium and silverite. (complete quest: Elemental Requirements)
6. Get two merchants to come trade at the Vigil and notify Mistress Woolsey. (complete quest: Trade Must Flow)
There are a few potential bugs that could prevent you from completing one or more of these quests, so if your quest log shows that you did not finish one, then you have found the problem. But if you did succeed in doing all six of these things (and have all six completed quests in your log to prove it!) you should have received the Achievement called "The Enduring Vigil". If you get that, then the Vigil will survive on it own, regardless of the other choices you made in the game about where to send troops, which party members to recruit and so on.
