Mass Effect 2 DLC on the Xbox follows the same rules and conventions as those for other games.
1. When someone downloads content, it is linked to that gamer tag and that Xbox.
2. Anyone who plays the game on that Xbox will have access to the content.
3. If the person logs in from another Xbox, he or she can download and use the content again, but in that case, the content will be restricted to that person's gamer tag.
The other aspects of the Cerberus Network remain associated with only the gamer tag that redeemed the code.
I always work best from examples, so let's consider the following: Say "A" and "B" share the same Xbox 360 but have different gamer tags (both Xbox Live-enabled). "A" purchases Mass Effect 2 and redeems the Cerberus Network code. The Cerberus Network is then associated with "A" and only "A". "A" then sees the notes and messages that appear on the panels on the right side of the game's start menu and downloads the "Zaeed" pack. "A" restarts Mass Effect 2 (necessary to ensure the new content is properly loaded) and encounters "Zaeed" at the appropriate time in the game. After a great play session, "A" quits the game allowing "B" to start a game of Mass Effect 2. "B" sees that the panels on the right side of the game's start menu are closed (i.e. receives no messages or alerts), but still encounters "Zaeed" at the appropriate time in the game.
