Where are all of the new specs tomes located? So far I've found :
Guardian outside vigil keep
Shadow inside vigil keep
Legion sentinel (Or whatever) in Amaranthine
Spirit warrior in Amaranthine

 Edit : Also I'm wondering is this the same as DA:O where you unlock a spec once and its unlocked forever on all saves?

Yes once you unlock it it's unlocked on all characters
