I was off track. I found another forum post where someone diagnosed the problem better.

the fix is to install an updated file from MS:
http://www.microsoft...&displaylang=en
Doing this made my game able to run again.
This resolved my issue but now I cannot Level Up. I have the Plus symbol and the button in the character sheet, but I cannot do it. I can play though.

Thanks allot everyone for taking the time to figure this out on your own. Its really screwed up that i had to come to the forums to find a solution to the problem. Just seems like Bioware is to busy to provide proper support for its customers

this does not work, unable to install security patch since I'm running a Xeon server chip in my motherboard...have uninstalled and reinstalled back to base version which works. There's a saying, if it ain't broke, don't fix it...will def not apply any other patch on this game now that I'm back up and running

Xeon chips are rather unusual for a home unit and actually aren't on the supported hardware list at all, you're pretty lucky that it's running, period

Once I updated, I had the same problem... the desktop icon would not launch. I installed the MS patch (running win7 64bit) but it didn't fix my problem. What I ended up doing is to open the program folder and just using the launcher icon and it worked fine. I didn't lose anything and my save games work perfectly.
