I was recently disappointed to learn that you can't base several characters in ME2 of a save file from ME1 without losing bonuses. For example, if you have a 60 character in ME1 and use it in ME2 you get a substantial bonus to experience. If you make another character from the same save, you lose the bonuses (not sure if this also affects Rich achievements etc.) Must say I was surprised and disappointed by this revelation, I didn't think a reward from investing hours in the first game would be that limited.
But there's gotta be a way around it, right? Does changing the save file with a save game editor, for example merely changing the name make the exp bonuses etc useable again? Is there away to delete the "memory" of ME2 so that it won't recall using a certain save file again? Can you, in ME1, make a save with a character just before the end of the game, and then finish it multiple times, perhaps with slightly different choices, and then have several "decent" save files?
Question pertaining to save file bonuses and multiple characters.

Umm ... I've imported the same character repeatedly, and they always get the huge bonuses ...

Huh? I've reimported characters several times and gotten the bonuses. It's only if you NG+ that ME2 character that you don't get any sweet import bonus. NG+ is ****, for that reason. You running into a glitch, maybe?

I am positive that I did my first playthrough of a lvl 60 character, and started at a higher level, while I got no exp bonus while making another character of the same lvl 60 ME1 file.

Okay, checked again, and it seems you enormous was right on the glitch part. Making a new character with one ME1 lvl 60 makes me start at lvl 5, another ME1 save with a lvl 60 character makes me start at a lower level. Weird.
