After searching and reading about the other problems with the Normandy Crash Site DLC, I haven't seen anyone else mention my problem.
I had no problem landing at the site. Found everything there was to find, including the 21st dog-tag others have mentioned. Planted the monument in front of my 'beloved' Mako. Returned to the ship, got the end of mission screen, and read the 'congrats' email from Hackett.
It wasn't until I finished the next assignment that I realized that the "Normandy Crash Site" assignment was never marked as complete. It is still being shown as unfinished.
Did I miss something obvious, or have I managed to find a new bug?
Can't COMPLETE the "Normandy Crash Site" assignment after returning to orbit.

21 tags? on xbox you only have to find 20. Interesting indeed, or not.
Well if you have found all the dog tags, placed the monument and found the helmet the quest should be complete. Did you get the message from Admiral Hacket when returned to the normandy? Maybe it just says its not complete, same thing happend to me when I finished Ish quest on Omega.

Didn't you see how totally decrepit the corpse was? Falling to pieces! Leave any thread that is six months or older since it was last active alone. No one from such threads would even remember any more what they did that long ago. Two years plus! That's ridiculous.
