 So I looked through the ME1 to ME2 character importing tool and one thing struck me.

Bioware could've easily made this so that you can set these choices when you make a new character. I mean, I own both ME1 and MW2 for the 360 (and finished both), but if I have to play through the original with a female character just so I can have the Mass Effect 2 experience I want, it seems like too much of a chore and face it, if I think about it like that it won't be nearly as fun. It'll just be something I need to do before I have fun, like work.

If you disagree, think about this: there's already a bonus for importing a character from Mass Effect 1. I suggest that Bioware adds this background customisation option in DLC (or maybe just a patch). It would encourage players to play more since you don't have to plow through 10-20 hours of prequel, while still rewarding those who do because of the import bonus.
