when can i change party member... i cant atm. is there a certain place where i have to go?

On leaving an area ie world map, go to camp top right of map.

Also, during certain times in certain areas the "change party members" button will be usable on the top control panel of the screen. Otherwise, as Anaraavi states, when leaving and area go to your camp.
