Having just completed ME2, I am going back to ME1 for a new character build. I remember after completing the above quest for the asari diplomat, and informing her of her sisters death, she stated that I would now have access to armali council weapon mods. Having checked all dealers on the citadel, feros, noveria, virmire and normandy, I just can never find one!! Has anybody else come accross this problem?? Is there a specific location or a specific quest i need to complete to trigger these? All help gratefully rec'd.

They are pretty rare. You're best bet is probably onboard the Normandy.

Have you managed to come accross them? Are they superior to normal weapon mods?

I am pretty sure, that you get the armali licence on vimire in the salarian camp

so I would think that if I purchased that licence, armali mods should be available on the normandy at least? Thanks, its better than nothing and gives me something to try for now. I dont like doing virmire too early but will have to take it on as soon as its available this time.

Armali only makes Nexus omni-tools and Prodigy biotic amps. Depending on what you value statistic wise, they are 3rd or 2nd best. Personally, I think the Nexus is the 2nd best omni-tool and the Prodigy is the 3rd best biotic amp. Serrice Council Savant is #1 in both.
Omni-tools and biotic amps don't show up in stores that often though, so the license is almost useless outside of a completionist agenda. You will find way more as loot that you will see in stores.
