so i tried to help both causes here. now the city guards hate me, and smugglers began attacking me at every turn. i eventually killed all pockets of smuggler resistance and it said "quest completed," afterwhich the Constable got a waypoint above his head. i figured that even tho i offered to help the smugglers, if i killed them all i would be redeemed or at least paid something for my trouble. the constable won't talk to me, though, even tho he has the "quest complete" waypoint over his head. is there anyway around this? i'm on PC fyi

Reload and only side with one faction, if the gaurds then outright refuse the smuggler you talks to or kill him on the spot. That wont be needed as he does return and you can kill him for the key.
