I am deeply and profoundly sorry for making such an idiot of myself. After poking around for a little bit on the 360 I figured out how to fix the problem. For anyone else having problems accessing their DLC after buying a new console simply do the following:

1.) Create a new character, offline, without the DLC.

2.) Connect to the internet.

3.) Load your new character.

Done. The DLC will transfer to your new character, the computers will check some hidden box, and you will be allowed to use your rightfully purchased content once more.

NOTE: You must make a new character. Simply loading one of your last-console characters will not unlock the DLC.

You have issues..... bioware isn't to blame for the distribution of DLC. PSN in and Microsoft are the distributors, take it up with them. It's their retarded systems and protections that are profit seeking.

After reading your well put together plea it made me wish I was a Bioware big shot so I could fix it for you. I am however, not, so instead I'll just look on in awe at your tasteless bomb threats.

It wouldn't be a bomb. It would be a barrage of high velocity kinetic weaponry fired from a mass effect cannon approximately the size of a moon. The cancer of evil Microsoft has run too deep for explosives. You implied the bomb my sarcastic friend.

Anyway, I only rant because I love Bioware and their amazing games, and the thought of not being able to play the things that I have payed for is an infuriating one indeed. Personally, I'm rather sick of producers treating their costumers (without whom there would be no market) like criminals. I understand why they do, but I can't help but take offense at it. I've spent money with you Bioware, I've bought five of your games, two of them collector's editions. I've bought every piece of Dragon Age Origins downloadable content. I'd like to think I have some value to you as a customer. 

Now that my temper has cooled, and I have been overwhelmed purely with despair, I will rephrase my rant as a simple question. Is there a way to regain access to my downloadable content without having to be perpetually connected to the internet?

Again, apologies for the rant, but I like to think I kept a sense of humor in it, even if it was bad humor. Edit: After looking over my post again I must say it was very very bad humor. I am ashamed to have posted it. Please forgive me.
